They claim they tested the substance and it was meth, yet it seems based on the articles that it was conclusively icing. Wat gives?

The only purpose of the test is to come back positive.
Note also that the article says that the results of field drug tests are not tracked. That would be because they’ve all come back positive. Always. Forever.

If it’s like some of the field tests I’ve seen they put a tiny amount in a vial and shake it around then are supposed to match it to a color card. If you’ve ever worked water chemistry for a hot tub or aquarium or whatever you’ll know how ‘accurate’ those tests are in the best of lighting...on the side of the road all bets are off.

Nah, they’re good enough to estabish (keyword/tricky phrase)
probable cause
to secure an arrest and search for further evidence. If it’s done properly (possible), under adaquate conditions (possible), with an honest person administering (possible) then it really does have worth. Granted, any one of those break down (and it’s eminently possible for a well meaning person not to realize the lighting is not correct or whatever, just like it’s possible to read your nitrates wrong and slaughter all your fish) and it truely does become worthless.
However, it is not nearly enough to secure a conviction which is exactly why these flakes were sent to a lab for real, repeatable testing under controlled conditions.
